is my diamond tetra about to die or is it just tired or stressed?

my diamond tetra is moving fast but every step when its swims it stops but it could still swim fast if you scare it with your hand (duh). so ya is my fish about to die or is it tired or either stressed

Firstly how many diamond tetras do you own (or tetra's in general)? Has it stopped schooling with the others (if you have more)? I can't be 100% sure; but it does sound like your diamond tetra is showing early signs of "Neon Tetra Disease" which is very common. The potential bad news is it's incurable and the you will most likely lose the fish.

I have had diamond tetra's before and lost majority of them to this - it's highly contagious and if you don't separate the suspect soon it will wipe out your tetra community (the only tetra breed immune to it is the cardinal tetra). I would isolate the individual straight away and see how it fares over the next week or so. If it goes back to normal - fine, no issues and happy times. If not - sorry.
